“The criminalization of drug possession has been functioning in Poland for 10 years. Now is the time to evaluate its costs and effects.”

The Institute of Public Affairs in Poland offers an in-depth analysis of the country’s efforts to fight illegal drugs. The study looks at the economic, social and health-related costs of the effort — and is highly critical of the results. The report’s recommendations include a call for decriminalization of small quantities of drugs for personal use; more specific laws regulating such drugs; and shifting anti-drug money from police enforcement to treatment programs.
