This research paper was written by an expert group of the Economic Research Center, Azerbaijan, with funding support from the Friedrich Ebert Foundation.
The review of pension reform concept resulted in the following findings:
• A transition to a new system happens gradually in all countries;
• Transitions and sources of funding for new systems vary across individual states;
• Particularly in developed countries, the design of reform concept was accompanied by rigorous political discourse and concept authors were often obliged to agree with the current changes;
• In many countries, individual aspects of reforms were not developed well and therefore errors were found in their implementation;
• In many countries, pension reforms took place at the same time with economic growth and increasing wages;
• Many differences are found among countries with regard to the application methods and speed of savings element.
