The purpose of this policy paper is to draft a proposal on the reform of the European Neighbourhood Policy (ENP) towards the EU’s Eastern neighbours. This policy paper will explain why the EU needs a comprehensive regional dimension to its Eastern neighbourhood policy; identify the flaws in the existing framework and suggest recommendations for its improvement.  

At present, the EU applies several frameworks to the development of relations with its Eastern neighbours: Common interests with Russia within the EU-Russia bilateral framework; the European neighbourhood policy in relation to Ukraine, Moldova, Armenia, Georgia and Azerbaijan; and thirdly, the EU’s frozen relations with Belarus. These three policies represent the EU’s three different and separate Eastern policy agendas or, in other words, parallel EU policies towards its Eastern neighbours.
