“Transparency in Lobbying,” a PASOS policy seminar in Prague

“Transparency in Lobbying,” a PASOS policy seminar held at the U.S. Embassy’s American Center in Prague 14 October, 2011, featured a lively panel discussion on ethics, legislative strategy, and how lobbying regulations should impact NGOs, including think tanks.

The event was a part of a PASOS project to create a comparative analysis of the regulatory framework for lobbying in four countries: Bulgaria, the Czech RepublicRomania, and Ukraine, with benchmarks set against practices in the United States and Canada.

The seminar began with a welcome, opening remarks, and introduction from Paul OglesbyPress Attaché, U.S. Embassy in Prague, Jeff Lovitt, Executive Director of PASOS, and PASOS program manager Petr Pajas

Valts Kalniņš, Senior Researcher, Centre for Public Policy PROVIDUS, presented a summary report on a comparative study of the four countries. Pajas spoke on the legal environment for lobbying in the USA and Canada.

A subsequent panel discussion featured: Kalniņš; Hanna Cherednychenko, Analyst, International Centre for Policy Studies (ICPS), Ukraine; Borislav Mavrov, Programme Director, European Institute, Bulgaria; Adrian Moraru, Deputy Director, Institute for Public Policy (IPP), Romania; and Radomír Špok, EUROPEUM Institute for European Policy, Czech Republic.

This seminar was undertaken as part of Transparency in Lobbying, a project of PASOS, supported by the Local Government and Public Service Reform Initiative (LGI) of Open Society Foundations.
