Pole Position: The Polish Presidency of the EU Council

Jacek Kucharczyk and Agnieszka Łada of the Institute of Public Affairs offer an in-depth assessment of the Polish EU presidency in this report prepared for the Heinrich Böll Foundation.

The veteran analysts write that the Poles were aware of the fact that the standards were set high and of the challenges they would have to face. They also knew that even well prepared Presidencies were often hampered by unexpected turns of events.

In fact, this is what happened during Poland’s turn, according to the analysis. The debt crisis pushed other priorities of the Polish Presidency into the background. The upsurge of the crisis required immediate, concrete and bold action.

The analysis also includes a section looking forward to Poland’s role in the EU post-presidency.
